Information regarding this project is provided on this site to ensure that interested persons are kept fully informed regarding issues that may arise out of the proposed development.  The Village Board of Trustees has declared Lead Agency status under SEQRA and issued a "positive" declaration under SEQRA requiring the preparation of an Environmental Impact Statement ("EIS") to fully analyze the project, its potential impacts and explore ways to mitigate defined impacts.

No decision will be made regarding the project until the environmental review process is complete.  Some of the information on the site has been provided by the applicant and will be subject to full review and potential modification by the Board of Trustees as Lead Agency.

Here is an update on the SEQRA review process regarding the mix-used development proposal known as Rivertowns Square:
 
The adoption of a Findings Statement will be considered by a motion at the regularly scheduled Board of Trustees meeting on January 8th, 2013, at 7:30 PM at Village Hall. The Findings Statement to be considered will be available for the public to view on Monday, January 7th (after 12:00 PM)  on the village website www.dobbsferry.com; hard copies will also be available at Village Hall, and the Dobbs Ferry Public Library.
 
The Findings Statement will represent the consensus of the board in regards to the proposed mitigation of the environmental issues presented in the State Environmental Quality Review Act (‘SEQRA’) process; including the Draft Environmental Impact Statement (‘DEIS’), the Final Environmental Impact Statement (‘FEIS’), analysis and reports from the village’s professional expert consultants, governmental agencies, and all the input received from residents, the public at large, and all interested parties along the way.
 
The issuance of a ‘negative’ Findings Statement would mean a majority of the board feels the proposal has not mitigated the potential environmental impacts, and thus would require further review, or study, or analysis, or change. In this case the environmental review process would continue. The issuance of a ‘positive’ Findings Statement would mean that a majority of the board feels the proposal has mitigated the potential environmental impact(s) to the greatest extent possible. With a positive Findings Statement, the application would then proceed into Site Plan review.
 
In review of this re-development proposal, the village has conducted a comprehensive SEQRA process over the past 2 years; during this time there have been numerous public hearings, special workshops, presentations and public comment periods. The village has communicated the process in a timely fashion, and which has been completely transparent. The public has been encouraged and given the opportunity to stay involved at every step of the process. It is time now for the members of the Board of Trustees to arrive at a consensus on a Findings Statement. This will be on the meeting agenda for Tuesday, January 8th, 2013.

The Planning Board of the Village of Dobbs Ferry has scheduled a work session to review the Rivertowns Square Project, site plan application and subdivision application.  The work session will be conducted in the Board Room of Village Hall, 112 Main Street, Dobbs Ferry, New York 10522, commencing at 6:30 p.m. on January 3, 2013.

The public hearing scheduled for Thursday, November 8, 2012 on the Final Environmental Impact Statement (“FEIS”) which has been completed and accepted for the proposed action described below has been rescheduled to Thursday, November 15, 2012, commencing at 6:30 p.m. at the Embassy Community Center, 60 Palisade Street, Dobbs Ferry, New York 10522.
 
This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law.
 
Description of Action:
 
Application by Saber Dobbs Ferry LLC and Lincoln Dobbs Ferry LLC, as co-developers, for site plan approval of a proposed mixed-use redevelopment of the former AKZO Nobel Chemical, Inc. property.  In response to comments on the Draft Environmental Impact Statement (“DEIS”), the applicant has modified the project to now include: (i) approximately 202 residential units (including affordable units); (ii) an approximately 18,000 square foot supermarket; (iii) approximately 62,000 square feet of retail/restaurant space; (iv) an approximately 123 room hotel; and (v) a 33,600 square foot hotel, together with approximately 1228 parking spaces to serve all uses.
 
Location of Action:
 
The subject property is located on Stanley Avenue, Danforth Avenue, Livingstone Avenue, Ogden Avenue and Lawrence Street, Dobbs ferry, New York.
