6:30 pm: Annual Organization & Regular Meeting to commence.
1. Meeting called to order by the Deputy Mayor Casssell.
2. Administer Oath of Office to Mayor Vincent Rossillo.
3. Pledge of Allegiance led by Mayor Rossillo.
4. Administer Oath of Office to Trustee Maura Daroczy.
5. Administer Oath of Office to Trustee Christy Sheppard Knell.
6. Mayor’s appointment of Trustee Donna Cassell as Deputy Mayor.
7. Consider a motion to appoint Mr. Stephen Foley as Police Officer for a salary of $50,000.00, effective on January 6, 2020 at 0000 hours; Mayor Rossillo to administer the oath of office.
8. Consider a motion to appoint the law firm of McCarthy Fingar as the Attorney for the Village.
9. Consider a motion to appoint Charlene Indelicato as Budget Officer, to run concurrent with her position of Village Administrator.
10. Consider a motion to appoint Robert Harwood as Acting Village Justice for a term of one year.
11. Consider a motion to appoint Bonnie Fisher as Vehicle & Traffic Prosecutor for a term of one year.
12. Consider a motion to appoint Dr. Richard Borkow as Village Historian for a term of one year.
13. Consider a motion to appoint Lisa Sherman as Greenburgh Liaison for a term of one year.
14. Consider a motion to appoint Don Marra as CDBG Representative for a term of one year.
15. Consider a motion to appoint Don Marra as Children’s Village Representative for a term of one year.
16. Consider a motion to appoint Don Marra as St. Christopher’s School Representative for a term of one year.
17. Consider a motion to appoint Michael Patino as Chairman, and Dipti Shah and Brandon Morrison as regular members of the Architectural & Historic Review Board, each for a term of three years.
18. Consider a motion to appoint Jeanne Mikelson as a regular member and Deputy Mayor Cassell as Board of Trustees Member, Mr. Stephen Hunter as Planning Board Member and Mr. Dan Pozin as Attorney for the Village Member, of the Conservation Advisory Board, each for a term of three years.
19. Consider a motion to appoint Paula McCarthy as Chair, and Rishi Gupta, Annamaria Kanakaraj, Bill Singleton, Dale Unterman, Dana Greco, Felicia Rivera, and Ravi Wadera regular members of the Nominating Committee, each for a term of one year.
20. Consider a motion to appoint Joseph Lucasey as Chairman and Jill Hartnett and Carol Kearns as regular members of the Parks & Recreation Commission, each for a term of five years.
21. Consider a motion to appoint Stephen Hunter as Chairman, and Stephen Brosnahan as a regular member of the Planning Board, each for a term of five years; and Peter Winder as the 1st
Alternate member for a term of one year.
22. Consider a motion to appoint Rob Baron as Chairman of the Traffic Committee; and Clay Kaminsky and Larry Murphy, as regular members, and Police Officers Joseph Palladino and Richard Zatkovich as Police Department Liaisons, Deputy Mayor Donna Cassell/Public Safety Committee of the Board of Trustees-Ex-Officio, Manuel Guevara/Chief of Police - Ex-Officio, Ed Marron/Fire Chief - Ex-Officio, each for a term of one year.
23. Consider a motion to appoint Joe Cox as a regular member of the Youth Services Council for a term of three years; and Trustee Maura Daroczy/Village Trustee – Ex-Officio, Police Sergeant Justin Kamke/Youth Officer – Ex-Officio and Kendra Garrison/Superintendent of Recreation – Ex-Officio as members of the Youth Services Council, each for a term of one year.
24. Consider a motion to appoint Jeremy Gutman, Jon Maass and Paul Monte as regular members of the Zoning Board of Appeals for a term of three years, and Joe Capasso as the 1st Alternate member of the Zoning Board of Appeals for a term of one year.

38. Mayor Rossillo to announce Official Depositories of the Village: J.P. Morgan Chase, Tompkins Mahopac Bank and Wells Fargo.
39. Mayor Rossillo to announce that the Official Newspaper is The Rivertowns Enterprise and the Alternate Official Newspaper when The Rivertowns Enterprise does not publish is The Journal News.
40. Mayor Rossillo to announce Village information is available on the Internet at www.dobbsferry.com and on Cablevision Channel 75 and Verizon Channel 46.
41. Mayor Rossillo to announce that the official records of the Board of Trustees will continue to be the minutes of the Board of Trustees.
42. Mayor Rossillo to announce the regular meetings of the Board of Trustees are on the second and fourth Tuesdays of each month at 6:30 p.m., with the exception of July, August and December which will have one meeting per month on a date to be scheduled one month prior to the meetings. Meetings for the April Budget Hearing and Budget Adoption and any additional Budget related Public Hearings/Public Meetings are to be scheduled at a future date.
43. Consider a motion to adopt a resolution establishing a fixed rate for mileage reimbursement to Village officers and employees who use their personal automobiles while performing their official duties on behalf of the Village at the annually approved IRS rate.
44. Consider a motion to adopt the Investment and Procurement policies for the Village of Dobbs Ferry as recommended by the State of New York.
45. Consider a motion to adopt the Master Fee Schedule.
46. Public hearing to consider the application of 115 Broadway/St. Cabrini to add a new parking lot on their property.

48. Consider a motion to approve Audits #1 and 2 December 2019 and Audits #1 and 2 for January 2020, as recommended by the Village Treasurer.
49. Consider a motion to approve the owner of 23 Manor Place to improve a portion of a Village de-mapped paper street to be used as part of a driveway access to the rear of the aforementioned property.
50. Consider a motion to authorize the Village Administrator to sign the New York State Department of Transportation 2019-2024 Municipal Snow & Ice Agreement.
51. Consider a motion to authorize the Village Administrator to enter into a Water Usage Data Sharing and Security Agreement with Suez.
52. Consider a motion to adopt a resolution regarding Anti-Semitism.
53. Consider a motion to approve the meeting minutes of November 26, 2019.
