6:30 pm:     Open Public Meeting and consider motion to adjourn to Executive Session to discuss personnel issues.

Appointments: 

1.         Consider a motion to re-appoint Village Clerk Elizabeth Dreaper as Registrar of Vital Statistics and to appoint Ms. Jennifer Dorman as Deputy Registrar of Vital Statistics, effective February 24, 2017, each for a term of two years.

Public Hearing:

1.         Public hearing to adopt a Local Law on proposed revisions to the Village Code providing parking on Ogden Avenue; and revision to §290-28 On-Street Parking Restrictions.

2.         Public hearing to adopt a Local Law to impose a Hotel/Motel Occupancy Tax in the Village of Dobbs Ferry as per the recently adopted New York State law signed by the Governor.

Matters Requiring Action:

Consider a motion to adopt a resolution on proposed revisions to the site plan approval for the Rivertowns Square project.

Recognize distribution of document redlined with changes to the Village Code as recommended by the Planning Board to the Board of Trustees.

Consider a motion to schedule a Public Workshop for review and discussion of the Planning Board’s recommendations for changes to the Village Code, on a date to be determined.

Consider a motion to schedule a Special Workshop of the Board of Trustees, the Planning Board, the AHRB, and the Historical District Task Force on February 23, 2017 at 7:00 p.m., to review and discuss revisions to the historic Code provisions.     

Consider a motion authorizing the Village Administrator to sign an agreement with ADP for payroll services, as recommended by the Village Treasurer.

Consider a motion to approve Audit #1 and Audit #2 for January 2017 as recommended by the Village Treasurer.

Consider a motion to approve Department of Public Works budget transfers as recommended by DPW General Foreman Gary Gardner.

Consider a motion to approve a BAN in the amount of $495,000.00 for the purchase of DPW and Police vehicles.

Consider a motion to authorize the Village Administrator to sign an agreement with CGI Communications, Inc. to create a series of professionally produced online videos to highlight everything that the Village offers to residents, visitors and business owners.

Consider a motion to approve a request from the Dobbs Ferry Volunteer Fire Department seeking permission to work with the Ardsley Volunteer Fire Department to jointly host the 112th Annual Convention and a parade for The Westchester Volunteer Fireman’s Association in September of 2018.

Consider a request from the Dobbs Ferry PTSA to place signs for the PTSA Used Book Sale, at the corner of Cedar and Broadway and on the Ashford Avenue island, from March 1st - March 19th.

Consider a motion to approve a request from the Garden Club of Dobbs Ferry to hold their Annual Plant Sale at Waterfront Park on May 6, 2017 from 9:00 a.m. to 3:00 p.m.; and to post signage for the event and placement of banners at Main & Cedar Streets and the Gould Park fence.

Consider a motion to approve requests from the Girl Scouts to sell cookies at the Train Station overpass on March 14, 2017 from 4:45 p.m. – 7:00 p.m.; March 15, 2017 from 4:45 p.m. – 7:00 p.m.; and March 17, 2017 from 4:30 p.m. – 7:30 p.m.

Consider a request from the National Alliance on Mental Illness, (NAMI), to place ribbons on Main Street for the month of May in recognition of Mental Health Awareness Month.
