The meeting will be conducted in the Board Room of Village Hall using a hybrid method combining the options of in-person and virtual attendance. This method meets the Village’s goal of protecting public health and complies with New York State law, Chapter 147 of the Laws of 2021 which permits virtual participation by Board Members. 2.  Resolution appointing Jamie Castiello as Police Lieutenant Probationary-Permanent off of Promotional Eligible List #75-500 at an annual salary of $155,843.00, effective at 0000 hours on November 24, 2021; and Mayor Rossillo to administer the oath of office to Lt. Castiello

3.  Resolution appointing John Broccoli as Police Sergeant Contingent-Permanent off of Promotional Eligible List #71-706 an annual salary of $139,144.00, effective at 0000 hours on November 24, 2021; and Mayor Rossillo to administer the oath of office to Sgt. Broccoli

Resolutions:

1.  Adopting Introductory Local Law 8-2021 adding Chapter 141 to the Village Code entitled “Cannabis Local Licensing” including adoption of Section 141-3 “Local Retail Dispensary Opt-Out” which is subject to permissive referendum

2.  Adopting Introductory Local Law 8-2021 adding Chapter 141 to the Village Code entitled “Cannabis Local Licensing” including adoption of Section 141-4 “Local Cannabis On-Site Consumption Establishment Opt-Out” which is subject to permissive referendum

3.  Authorizing the adoption of the 2022 Westchester County, NY Hazard Mitigation Plan Update

4.  Authorizing the Interim Village Administrator to execute an agreement with Serv Pro of Tarrytown, New York for an amount not to exceed $72,422.00 for the remediation of the Embassy Community Center basement storage area

5.  Adding Matthew Pflueger as a member of the Dobbs Ferry Fire Department Resolute Hook and Ladder Company and have his name placed onto the active insurance rolls as recommended by Mr. Edward Knecht/Secretary Dobbs Ferry Fire Department

6.  Authorizing the Interim Village Administrator to enter into an agreement for Diversity and Equity training
